To continue our series, we head over to Minnesota's Sixth Congressional District where incumbent Tom Emmer is up against Jeanne Hendricks. Here are their responses to our queries:

Q. Do you support making higher ethanol blends, such as E15, more widely available to consumers by investing in infrastructure incentives like the U.S. Department of Agriculture's Higher Blends Infrastructure Investment Program (HBIIP)?
A. Yes. Expanding consumer choice, incentivizing infrastructure upgrades, and supporting our biofuels industry are all things I have and will continue to support.
Q. Do you support legislation to amend the Reid Vapor Pressure limitation established under the Clean Air Act to allow year-round sales of E15?
A. Given recent court action, Congress should provide clear statutory authority to allow for year-round sales of E-15 under the Clean Air Act. This is a commonsense change that will provide consistency and stability for biofuels producers, retailers, and consumers.
Q. Do you support the policy known as the Renewable Fuel Standard (RFS), which requires that a minimum volume of ethanol be blended into gasoline each year? If yes, how would you go about providing for certainty in the program to allow for continued growth and innovation?
A. The RFS is law and has been for more than a decade. It is incumbent upon Congress and the Administration to provide certainty to blenders, refiners, retailers, and consumers to eliminate the abuse and mismanagement of the program.
Q. Do you support the Next Generation Fuels Act (H.R. 5089/S. 4621), which is a proposal to expand the sale of fuels with higher-octane ratings and increase the amount of ethanol that can be utilized in the fuel supply?
A. My staff is currently reviewing this legislation for co-sponsorship.
Q. Do you believe that biofuels, including ethanol, have a role to play in legislation that would establish a national clean fuel policy or low carbon fuel standard?
A. Absolutely. Biofuels - including ethanol - are part of an all-of-the-above energy strategy that will reduce prices and improve reliability for producers and consumers alike, while expanding our energy security as a nation.
