As we continue our review on where the candidates stand on issues surrounding Minnesota's ethanol industry, we head to districts 23B and 04B. In district 23B, Rep. Jeremy Munson is up against Leroy McClelland while in district 04B, Rep. Paul Marquart faces Brian Anderson. Both McClelland and Anderson did not respond to our questions so we will only feature the responses from Munson and Marquart.

Q. Do you support Minnesota’s Petroleum Replacement Law (Minn. Stat. 239.7911), which calls for the consumption of at least 30 percent biofuels in transportation fuel by 2025?

A. Yes. This is a great goal and I support it.

Q. Given the large number of spark ignition engine powered vehicles on the road and the need to rapidly reduce greenhouse gas emissions in the transportation sector, what is your position concerning a Minnesota Low Carbon High Octane Fuel Standard/Clean Fuels Policy which would result in higher consumption of ethanol?

A. A state level policy without adoption from automobile manufacturers and the fuel suppliers and retailers will be difficult to implement on the heels of COVID-19. Policies which can create more disruption to the supply chain would not be advisable, but I am willing to have a conversation and read the data.

Q. Do you support accelerating the permitting process for installation of equipment to improve ethanol production and reduce emissions?

A. ABSOLUTELY!  Our permitting process in MN is horrible and our regulations on producers are embarrassing. Adding capacity should take days, not months or years.

Q. Do you support making higher ethanol blends, such as E15, available across Minnesota through infrastructure funding?

A. Yes, let's fund it from the RDF!
