For our final spotlight on candidates and their views on biofuels, we head to Minnesota's seventh and eight congressional districts where Collin Peterson and Rick Nolan are running respectively.
Candidates & Biofuels
COLLIN PETERSON
- Would choose E10 or higher blends over non-oxygenated fuel.
- Would choose E15 or higher blends over E10.
- Would oppose measures to scrap the RFS.
- Would oppose measures to scrap Minnesota's Petroleum Displacement Law, adding that Minnesota's pioneering biofuel policy has built momentum for action on the national level. He said the ethanol blend range of 25 to 30 percent ethanol delivers the best performance, mileage and price for consumers while there are increasing opportunities for these blends as carmakers are required to meet more stringent mileage demands.
- Would support a standalone bill to fix the RVP and is currently a co-sponsor of two bills that would expand the RVP waiver to E15. While he supports a legislative fix to the RVP issue, he believes the EPA has the authority to resolve the issue. He does however believe that requiring gasoline blendstocks with a lower RVP to be used may bring unintended consequences.
- Would support measures to fund fueling infrastucture to expand the availability of E85.
- Would support a bill to fund only retrofits to fuel dispensers to increase the availability of E15 to E25.
- Would support accelerating and streamlining the permitting process for ethanol facilities, adding that the current regulatory process does not reward efficiency or easily allow a producer to incorporate new technologies that increase productivity.
RICK NOLAN
- Would choose E10 over non-oxygenated fuel.
- Would choose E15 over E10.
- Would oppose measures to scrap the RFS.
- Would support expanding the EPA's existing RVP waiver to E15.
- Would support measures to fund fueling infrastucture to expand the availability of E85.
- Would support a bill to fund only retrofits to fuel dispensers to increase the availability of E15 to E25.
-Would support accelerating the permitting process in cases where ethanol production can be improved and emissions reduced.
