As we countdown towards Nov 8, we head to District 28B where incumbent, Rep. Gregory Davids, is up against Thomas Trehus. District 28B has one ethanol plant - Poet Biorefining in Preston - and here's where both candidates stand on biofuels. As we've previously noted, the candidates were sent a questionaire on various biofuel-related topics and the statements below are in response to those questions. 

Candidates & Biofuels

 Gregory Davids

- He would choose E10 over non-oxygenated fuel. (He also notes that he authored a bill in 2006 that would have required all gasoline in Minnesota to be E20 by 2013. The bill was signed into law but did not receive EPA approval for the use of E20 in non-flex-fuel vehicles.  

- He would choose E15 over E10 depending on the price differential between the two. 

- He would oppose measures to scrap the RFS.

- He would oppose measures to scrap Minnesota's Petroleum Displacement Law.

- He would support a standalone bill to fix the RVP problem so that E15 can be sold during the summer months. This includes supporting measures calling on the EPA to take administrative action to bring RVP parity to E15. 

- He would support measures to fund fueling infrastructure to expand the availability of E85 depending on the cost of such a project.

- He would accelerate the permitting process for the installation of equipment to improve ethanol production and reduce emissions. 

Thomas Trehus

- He would choose E10 over non-oxygenated fuel.

- He would choose E15 over E10. 

- He would oppose measures to scrap the RFS. 

- He would oppose measures to scrap Minnesota's Petroleum Displacement Law. 

- He would support a standalone bill to fixing the RVP problem so that E15 can be sold during the summer months. He would also support actions to call the EPA to take administrative action to bring RVP parity to E15. He would also likely support measures requiring gasoline blendstocks with a lower RVP to be used thus eliminating the need for a waiver for both E10 and E15.

- He would support measures to fund fueling infrastucture to expand the availability of E85.

- He would likely support a bill to fund only retrofits to fuel dispensers to increase the availability of E15 to E25.

- He would likely support accelerating the permitting process for the installation of equipment to improve ethanol production and reduce emissions.
